CERTIFICATE OF CONDUCT (VOG) FOR STATUS HOLDERS IN THE NETHERLANDS

Say, you're looking for a certain job, volunteerwork or you need to make an application for a visa or a work permit abroad. In order to do this, you'll need to get a Certificate of Conduct (Verklaring Omtrent het Gedrag, VOG). This is an official document that is issued by the Dutch government. It certifies that an individual’s behavior, as recorded in criminal justice systems, does not pose any obstacles to performing a specific role, task, or purpose. 
The VOG assessment is conducted by Dienst Justis, which reviews any criminal records in the applicant's history. If no relevant objections are found, the VOG is issued.

Can someone who has not lived in the Netherlands for their entire review period apply for a VOG?
Yes. The VOG assessment is based on information from the Dutch Judicial Documentation System, which includes:

  • Criminal records from the Netherlands.
  • Foreign criminal records shared under international agreements.

The duration of your stay in the Netherlands during the review period is irrelevant.

What is required to apply for a VOG as a status holder?

What if I am not registered in the BRP or do not have a Dutch address?
You must apply directly to Justis using the "VOG for Non-Residents" form. This form requires:

  • Your personal details and residence status.
  • The purpose of the VOG.

Include a valid copy of your passport or ID when submitting the form.

How can I apply for a VOG as a status holder?
Once registered in the BRP, you can choose between:

  • Municipal Application: Submit a completed form signed by you and your employer, which is then mailed to the Ministry of Justice and Security.
  • Digital Application: Requires a DigiD and payment via iDEAL, allowing you to skip paper forms.

How are personal data used in the VOG application process?
Data from the BRP is used to verify identity. Access to this information is regulated under the General Data Protection Regulation (GDPR) and Dutch law (Wet BRP). Personal data is securely stored and traceable to prevent misuse.
